What cheap car mods can I get/ do?

It depends on a few things. The more expensive the car you have, typically the more pricy the mods.

There's always the homemade intake route? ;)

Mods: BullyDog GT Tuner, Nismo Catback Exhaust, RacingLine Y-Pipe, Stillen Underdrive Pulley, AEM CAI, RacingLine Front/Rear Endlinks + Strut Bar, Stillen Rear Sway Bar + Body Kit and Orange/White Interior LED's.

1999 Honda Civic 4dr. And I prefer to just buy the parts to avoid failure lol.

You're in Canada? I think they have pretty strict emissions rules? Or maybe I'm wrong.

Well they have pretty strict standards as well I believe. More so than other states.
